No. Charlotte Russe doesn't have a mens' section. However, you never know. This could change in the near future. But, currently, everything is tailored and curated towards a female audience. So, you'll find very feminine prints, designs, cuts and accessories. There aren't too many unisex designs.

Well, you are asking two different questions. MAC is international... They have locations all over the globe and even their history and affiliations are international.  For example, it was established in Canada last century, but now its headquarters are in New York. Futhermore, Estee Lauder is the parent company- and that, too, is international. If you are looking for a particular store, you can check out MAC Cosmetic's Store Locator.   

I believe it is not possible to make a franchise for MAC Cosmetics. All decisions are made by their parent company Estee Lauder, which includes when a new store will be opened as well as where that store will be opened. Maybe franchising will be allowed in the future, but currently nothing indicates that it is permissible.  Perhaps, considered franchising with a different make-up brand... 

Indeed. Urban Decay has good quality make-up. They have great eyeshadow and eyeliner, but they have lotion for the face... The eyeliner works great and I'm not surprised... After all, Urban Decay is under L'Oreal, so it doesn't surprise me to see such quality maintained.
