Touch sensitivity / responsiveness / touch response: the harder you push they key, the louder the sound (and lightly for a quieter sound). That characteristic allows the player to transmit more emotion in his play and not just execute a partition.

Based on a review posted on tunersread.com, Casio CTK-3500 was rated as fairly average for quality of weighted keys relative to competing digital piano brands. Check out the entire review here. Here's a brief quote from this review:
The keyboard of the Casio CTK-3500 is sensitive to touch, both in speed and in force of pulsation. It has no built-in counterweight system. Its objective is not to simulate sensations when playing on an acoustic piano.
The review site amazon.com gives Casio CTK-3500 excellent ratings for quality of weighted keys in a review posted on its website. From this review:
I'm an absolute beginner so take this review for what it's worth. After researching what keyboard qualities are recommended to begin learning, I wanted something with at least 61 touch sensitive keys. The small screen is very helpful in showing the notes and correct finger placement, and the sound is really beautiful. Overall, I'm extremely pleased with this purchase!

Based on a review posted on digitalpianojudge.com, Yamaha DGX-660 was rated as fairly average for quality of weighted keys relative to competing digital piano stores. Check out the entire review here. Here's a brief quote from this review:
The keys are plastic, but still have some sense of quality about them. The piano has a Graded Hammer Standard keybed which attempts to replicate the gradual heavy to light touch from low to high that one would feel on a acoustic grand piano.
One reviewer on pianodreamers.com said Yamaha DGX-660 performs well on quality of weighted keys relative to its peers. You can read the full review here. Specifically, this reviewer pointed out the following:
The GHS action uses graded hammers attached to the keys to reproduce the feel of an acoustic piano with heavier touch in the low end and becoming progressively lighter in the higher ranges.

When it comes to build quality, we have found that we can depend on Alesis. Its keyboards are always well made. And we are yet to meet an Alesis keyboard that’s short of solid, in build at least. When you touch this keyboard, you can feel the quality construction that went into the making of this instrument.

One reviewer on 429records.com said Alesis Recital performs well on quality of weighted keys relative to its peers. You can read the full review here. From this review:
It’s an 88-key keyboard. All the keys are full-sized. However, they are semi-weighted which means that they lack the heft of fully-weighted keys. We always prefer that beginners start with fully-weighted keys from the get-go but semi-weighted keys are also somewhat manageable.
One reviewer on consordini.com said Alesis Recital performs well on quality of weighted keys relative to its peers. You can read the full review here. Specifically, this reviewer pointed out the following:
There’s no confusing programming cluttering up the face of the piano, and the semi-weighted keys with adjustable touch response allow your dynamics to shine.

This is a very portable unit, one of the lightest fully weighted 88 key keyboards I found. I'm not gigging with this, but I expect to be moving a bit in the coming years and I know this will move easily. Side note - the L125 stand assembles with machine screws and can be taken apart just as easily, so the whole thing will be easy to move.

Based on a review posted on amazon.co.uk, Yamaha EZ-220 was rated as fairly average for quality of weighted keys relative to competing digital piano stores. Check out the entire review here. From this review:
My biggest gripe is the default volume control is way too loud. Comes on at 80% full volume, and with the velocity sensitive keys makes a hell of a racket. Whilst it is possible to alter the 'default volume' in the settings, this does not survive a power cycle. Which is kind of odd, why have it there at all? It is a £149 instrument and feels a bit plasticy ...

I love it. The weighted keys feel the way keys are supposed to. The sound is great although you can tell it’s not a full size mechanical piano - it lacks the overtones and vibrations of the real thing. But it has the rich, full sound of other electric pianos costing twice as much!
Based on a review posted on theguitarjunky.com, Korg B1SP was rated as fairly average for quality of weighted keys relative to competing digital piano stores. Check out the entire review here. From this review:
Very delightful to touch. This 88-key entry-level B1SP replicates the touch and feel of a real acoustic piano. It features a Natural weighted Action (NH) Keyboard. The NH keyboard uses real hammers (like those in acoustic piano) to be able to have the touch, feel and the exact response of the acoustic piano. Since it’s weighted differently, it’s a bit heavier at the lower registries and slowly becomes lighter towards the higher registries.
