A few years back, all public elementary and secondary schools in the Philippines were ordered to put up a canteen through a DepEd Memorandum. There were guidelines to be followed according to the memorandum such as; the school canteen should be manage by TLE teachers in high school and by EPP teachers in elementary; junk foods and soft drinks are prohibited, vendors are not allowed inside the school premises, there should be a hand wash area, the canteen must get a sanitary permit from the local government and many others.
There are two types of school canteen management in the Philippine public elementary and secondary schools – the first is the cooperative type and the second is the school manage type. Currently, the second type is the school canteen management that is implemented in our school.
Before, our School Canteen is being managed by a Canteen Manager which is elected by the members of the cooperative (faculty & staff). She has four (4) helpers. The salaries of these helpers are taken from the profit.
Every opening of the school year, faculty and staff (coop members) give each share amounting to three hundred pesos (Php300.00). There are fifty (50) faculty and staff of the school. The initial capital of the school canteen is fifteen thousand pesos (Php15, 000.00); this capital is used in purchasing commodity goods like soft drinks, sandwiches, candies etc. Other products being sold in the school canteen are on consignment bases.
At the end of each day, the total sale is being remitted to the faculty (coop) treasurer by the Canteen Manager. Every Fridays, the treasurer gives the needed capital for a week operation of the canteen and the 3 helpers are paid for their weekly salary.
At the end of the month, the school bookkeeper audits the school canteen. The net profit will be split into 70-30, 70% for COOP (members) and 30% for the school administration. The 70% will be divided among the 50 members of the school canteen that usually range from Php150.00 to Php200.00 each. Towards the end of the school year, the initial share of each member which is Php300.00 will be given back to the members plus the profit for the last month of operation of the school canteen.
Today, the school canteen is school manage. No more shares from the teachers and staff (and no more profit too). All profits go the school administration and financial matters regarding the canteen is monitored and supervised by the bookkeeper and audited by the division auditor. Profits are allotted for the school clinic, feeding program and others.
